Request to Waive Planning Application Fees

Council agreed to waive planning fees for the Malanda Lions Club’s material change of use development application for multiple dwellings at 4 Brown Street, Malanda.

Request for Payment Plan for Infrastructure Charges

An instalment plan was approved for infrastructure charges for the development of a second dwelling at 25 Peeramon Road, Peeramon, subject to conditions.

Request to Waive Infrastructure Charges

Council declined the request to waive infrastructure charges for the reconfiguration of one lot into two at 3-5 Short Street, Yungaburra

Local Government Association of Queensland (LGAQ) Annual Conference

Councillors Marti and Cardew will be the voting delegates for the LGAQ Annual Conference. Other available Councillors will attend as observers.

Delegation of Statutory Powers

Under Section 257 of the Local Government Act 2009, Council delegated to the CEO the identified powers contained in the Local Government Regulation 2012.

 Financial Report

Revenue is over budget by $790,000 for the period ending 31 August 2020. The variance is primarily due to operational grants received and dispersed.

Organisational Review

A revised two-department structure of the organisation was endorsed by Council. The structure is part of an organisation review to achieve customer centric services, a sustainable reduction in operating costs and an accountable and agile culture.

Engagement of TechnologyOne for System Modernisation Project

TechnologyOne will be engaged under Local Buy arrangements to deliver part of the multi-year System Modernisation Project. The project incorporates the review of corporate applications and business processes to address shortcomings with the current software. The upgraded solutions are based on industry best practice, enabling streamlining of services, reduction of manual data entry and improvement to reporting and analysis.

Renewal of Ravenshoe Kindergarten and Playgroup Inc Lease

A trustee lease was granted to the Ravenshoe Kindergarten and Playgroup Inc for reserve at 29 Ascham Street, Ravenshoe.

Land Acquisition for Water Treatment Plant

Approval was given for the purchase of part of Lot 100 Monument Street in Ravenshoe for the new reservoir and water treatment plant.

Water & Wastewater Customer Service Standards
The Water and Wastewater Customer Service Standards 2020–25 were endorsed for submission to the Department of Natural Resources, Mines and Energy. The standards define levels of service, key performance indicators and the processes for connections, billing, metering, accounting, consultation, complaints and dispute resolution.

Design & Construction of Tinaroo Lookout Reservoir Roof

Tender T-TRC2020-14 for the design and construction of the Tinaroo Lookout reservoir roof was awarded to M&J Arthur Pty Ltd for $411,400.00 including GST.

Curtain Fig Tree Road Project

Tender T-TRC2020-20 for the supply and delivery of road widening and bitumen seal for Curtain Fig Tree Road, Yungaburra was awarded to Kairi-based Bono’s Excavations for $1,103,840.10 including GST.

Sale of Freehold Land

Council agreed to tender for sale four freehold properties that are surplus to requirements. The properties are:

  • Lot 32 Herbert Street, Ravenshoe
  • 46 Kelly Street, Atherton
  • 13 Charles Street, Malanda
  • 15 Charles Street, Malanda.

Tableland Regional Council Enterprise (TRCE)

An interim report, including details on the formation of TRCE, appointment of staff to the company, financial analysis and progress towards its closure, will be presented at the October Council meeting.

Amendment to Standing Orders & Meeting Procedures

A report regarding amendments to Standing Orders and Meeting Procedures (including Acceptable Request Guidelines and Administration Support for Councillors) will be presented at the November Council meeting.

Next meeting

The next ordinary Council meeting is at 9.30am on Thursday 29 October at Ravenshoe Town Hall. The meeting will be open to limited numbers of the community to adhere to Covid-19 physical distancing requirements and will not be live streamed or recorded.
